Since 1988 through Aug 20, 2007, IOSA has been paged for 456 spills or possible spills in San Juan county and 3 major spills out of county.

         2007 Spill Pages and Responses (thru Aug 20, 2007)

1/5/07 Page re: sunken vessel inside entrance to Fisherman Bay, Lopez Is.  IOSA responders assessed by skiff; contracted with a diver to do underwater assessment & plug vents; removed 10-gallon, half-full diesel day tank and secured debris onto inflatable raft tied to vessel.
1/9/07 Page re: sunken sailboat at Neck Point off Shaw Island.  IOSA contacted owner, told no motor, no fuel onboard.
1/23/07 Report of sheen at Port of Friday Harbor; unrecoverable.
1/25/07 Report of sheen from sailboat in Westcott Bay, west side of San Juan Island.  Owner contacted.
1/29 thru 1/31/07 Call from SJC to alert IOSA of raising of vessel that sank in Fisherman Bay after storm in Dec 2006.  IOSA responders deployed boom, monitored for fuel release, recovered some fuel, during 3-day operation to raise the vessel and tow it to Bellingham as a derelict.
3/11/07 Page re: vehicle in water at Deer Harbor, Orcas Is.  Sheen only, unrecoverable.
3/18/07 Page re: truck diesel spill at Orcas Ferry Landing.  Ferry staff recovered approx. 1 gallon.
3/18/07 Call re: sheen at head of West Sound; unrecoverable.
3/22/07 Page re: sunken vessel in Barlow Bay, south end of Lopez Is.  IOSA responders deployed boom, contracted with diver to do underwater assessment and stop the source; began clean-up and removal of oil and other hazmats from vessel.
3/24/07 Call from West Sound to report soot slick.
4/15/07 Call from DEM re: report from SJ Customs agent who saw sunken sailboat in Westcott Bay; it was the same vessel reported on 1/25 and still no sheen or release of fuel.
4/27/07 Residents report a strong smell and sheen near SE corner of Brown Island; vessel was seen off Shipyard Cove earlier in the evening, some color from sheen was seen but vessel was now gone, there was not a continuing source and nothing recoverable at this point.
8/17/07 Page in early evening re: sheen and diesel smell at Shipyard Cove, San Juan Island.  IOSA responder assessed, confirmed strong diesel smell and sheen outside breakwater at marina; unrecoverable, source unknown.
8/17/07 Page in late evening re: vessel leaking fuel at Roche Harbor Marina, San Juan Island.  IOSA got report from Harbormaster that a private vessel had hit a rock outside the marina and discovered a resulting fuel leak upon arrival; leak was stopped after vessel released approx. 1 gallon of gasoline, which quickly evaporated; nothing recoverable.

Sheen reported at Deer Harbor, Orcas Is.  Unrecoverable, source unknown.
2/2/06 Report of possible leaking drums at construction site on False Bay, SJ Island; IOSA talked with SJC officials and owner of construction site.  Drums will be removed right away.
2/26/06 20' vessel sinking at private dock in Fisherman Bay, Lopez Is.  Small amount of gas recovered with sorbents; 100' of IOSA boom deployed while vessel being raised; no further release.
3/11/06 Vehicle went off road to water's edge in Fisherman Bay, Lopez Is.  Unrecoverable sheen, IOSA prepared to collect gas from tank if needed.  Vehicle dragged out the no rupture of gas tank.
3/18/06 Alert for wildlife rescue from spill in Elliott Bay, Seattle.  Spill contained, no wildlife affected.
3/23/06 Sheen reported near ferry landing in Friday Harbor, SJ Is.  Unrecoverable, source unknown.
4/26/06 Sheen reported at Fisherman Bay, Lopez.  Unrecoverable, possible source checked.
4/27/06 Another report of sheen at Fisherman Bay.  Unrecoverable, source not found.
5/3/06 Call from DOE re: unknown substance on beach on Orcas Is.  IOSA talked with person who called in report; substance determined to be organic material, not petroleum.
5/8/06 Call from MRC (Marine Resources Committee) re: report of someone cleaning their boat and making a mess in the water near Shipyard Cove, SJ Is.  IOSA talked with Sheriff's office, who also had report and they talked with vessel owner, who agreed to stop.
5/10/06 Report of sheen at Olga dock, Orcas Is.  Unrecoverable, source unknown.
5/11/06 Page re: possible spill at Flat Point, Lopez Is.  IOSA assessed, found nothing.
5/21/06 Page re: gas spill near fuel dock at Friday Harbor, SJ Is.  IOSA responders, Port personnel and Island Petroleum responded, stopped release.  IOSA remained onsite with containment equipment, ready to divert fuel if it began to move into more sensitive areas before evaporating.
5/25 thru 6/6/06 Call re: oil coming out of storm drain onto beach at Port of Friday Harbor.  Port deployed 150' of boom and sorbents, IOSA responders began process of collecting & recovering oil before it hit the beach and locating the source; used basin & pumps to recover oil & transport for recycle.
6/9/06 Call from resident at Cape San Juan, SJ Is., re: yellow foam on beach.  IOSA assessed and determined substance to be organic, not petroleum.
7/14/06 Call from West Sound Marina, Orcas Is., to assist them in containment & cleanup of diesel leaking from a private vessel in the marina.  IOSA responders deployed boom and helped in cleanup.
7/24/06 Call from NRC (National Response Co.) re: assessing/responding to spill at Warbass Marina.  Unrecoverable, was mainly sheen.
8/7/06 Report of diesel sheen at Westsound Marina, Orcas Is.  No recoverable fuel found.
8/8/06 Gillnetter sank approx. 1 am in waters offshore of Eagle Point, west side of San Juan Island.  Winds caused debris & vessel to drift into intertidal area off Eagle Cove by afternoon.  IOSA crew tracked location of vessel & debris and had standby crew with equipment onshore at Eagle Cove prepared for cleanup if vessel collided with intertidal rocks & damaged fuel tanks.  Vessel was raised and towed with no fuel release.
9/14/06 Float plane upside down in the water at Westsound, Orcas Is.  IOSA provided equipment for operator.
9/28/06 Page re: sheen and "brown foamy stuff" near shore at Westsound, Orcas Is.  Sheen dissipated & foamy stuff gone within a few hours.
10/8/06 30' wooden vessel sinking in Fisherman Bay, Lopez Is.  IOSA set boom & sorbents around vessel and provided pump to assist owners' pumping operation; vessel raised before dark.
10/17/06 Local resident reported strong fuel smell near Roche Harbor Marina, Orcas Is., approx. 7:15 pm.  IOSA paged by Sheriff re: another resident reporting fuel vapors at Roche Harbor approx. 7:30 pm, after dark.  No recoverable fuel found, pipes at fuel dock/tank farm not leaking.
11/3/06 Vessel grounded at Pt. Colville, south end of Lopez Is., in high winds.  Assessment confirmed no fuel leaking.
11/3/06 Tug in Prevost Harbor, Stuart Is., sinking, with only 2" of freeboard remaining & carrying 1200 gallons of diesel fuel.  IOSA responded to request from US Coast Guard to deploy 2800' of boom for 2 GRP strategies in Prevost Harbor.  IOSA crews from Orcas, Roche Harbor & Yellow Island were underway to launch points when USCG called to notify IOSA to stand down, the sinking vessel had been stabilized and was no longer in danger of sinking.  When decision was made to tow disabled vessel to Roche Harbor, the DOE (Dept of Ecology) requested that IOSA deploy boom around it as soon as it arrived at Roche Harbor.  Boom remained around vessel until the following day, when it was clear that the boat would not sink again.
11/9/06 Truck rolled again Fisherman Bay Rd, Lopez Is. and landed upside down in the bay.  IOSA provided sorbents & recovered approx. 3 gallons of engine oil while vehicle was pulled out.
11/16/06 Vessel that sank Oct. 8 sank again in Fisherman Bay.  As requested by the DOE, IOSA set boom to contain the vessel overnight, and re-set boom the following day in a down-current chevron configuration so any oil/debris coming off the vessel would be collected while salvage crews raised it so it could by hauled out and turned over to the Derelict Vessel Program.
11/24/06 Call re: sinking vessel in Barlow Bay, south end of Lopez Is.  IOSA calls determined that the owner is gone and there is no engine or other pollutants on the boat.  Vessel will be pumped and raised as soon as weather permits.
12/15 thru 12/18/06 Page re: vessel tied to dock at Islander Marina in Fisherman Bay was damaged in the night by high winds, causing it to sink and spill diesel.  IOSA responders deployed boom & contracted with a diver to do underwater assessment & stop the source; began clean-up and recovery of approx. 30 gallons of diesel.  IOSA continued to monitor daily for fuel release until the vessel was raised in Jan 2007.
12/15/06 Page re: sailboat blown ashore on south end of Lopez Is. during severe storm.  IOSA assessed: no motor, no fuel onboard, no further response necessary.
12/15/06 Page re: another storm-related incident: sailboat blown ahore near entrance to Fisherman Bay.  IOSA assessed: no motor, no fuel onboard, no further response needed.
12/30/06 Page re: helicopter report of sheen with black circle around it SE of Fawn Island in Deer Harbor, Orcas.  IOSA assessed; unrecoverable sheen.

1/18/05 Alert for wildlife search & rescue from 60-gal. spill from barge at Conoco-Phillips dock
1/24/05 Net from sunken seiner near Friday Harbor floating to surface; IOSA made many calls, best option Nick Nash to retrieve net and talk with owner
1/30/05 Boat sank near Port of Friday Harbor; IOSA had already assessed earlier in week, no recoverable oil or hazmats aboard
2/15/05 Oiled bird from barge spill at Conoco-Phillips dock; IOSA transferred to PAWS for care
3/6/05 Sheen reported at Mackaye Harbor boat launch, Lopez Island; IOSA assessed, unrecoverable
3/19/05 Alert for wildlife search and rescue; barge grounded on coast near Cape Disappointment

4/8/05 Diesel sheen reported at Shoal Bay, Lopez Island; source unknown, unrecoverable
4/15/05 Boat sank at Jensen's Marina, San Juan Island; IOSA deployed sorbent sweep around vessel, cleaned up fuel from water with sorbent pads, put sorbents inside cabin through vessel roof; vessel raised same day
4/18/05 Sheen reported near Jensen's Marina, San Juan Island; source unknown, unrecoverable
6/24/05 Unrecoverable sheen reported near Cypress Island
6/29 thru 7/505 26' vessel sank at entrance to Port of Friday Harbor; IOSA deployed boom; retrieval of hazmats and other floating debris from vessel at low tides and inside boom over several days; divers brought up 55-gal. fuel tank and more debris; IOSA responders pumped approx. 50 gals. of gasoline from tank into barrels; IOSA handled disposal of hazardous and non-hazardous materials
7/2/05 Unrecoverable sheen reported near Spring St. Landing in Friday Harbor
7/11/05 Report of slick near Friday Harbor; IOSA checked by boat for 2 hours, found no oil
7/22/05 Derelict boat sank at east end of Shipyard Cove, San Juan Island; IOSA assessed, found no fuel or oil release, clean water
8/1/05 Boat at fuel dock in Friday Harbor pumped 20-50 gals. from bilge; owners cleaned it up
8/2/05 IOSA paged to evaluate sheen from boat in Friday Harbor; unrecoverable
8/12/05 100' sheen at seaplane dock at Roche Harbor, San Juan Island; unrecoverable
8/24/05 Catamaran partly submerged inside Pearl Island near Roche Harbor, 30 gals. diesel onboard; vents sealed, no release during time in water until raised
9/2/05 IOSA called regarding vessel with leaking fuel tank at Roche Harbor Marina, owner plugging leak and in need of pumping fuel out; IOSA responders delivered manual fuel pump and 55-gal. drum and assisted owner to begin pumping tank
10-16/05 Sheen reported at Blind Bay, Shaw Island; unrecoverable
11/3/05 Diesel spill from barge near Warbass Way, San Juan Island; barge operator reported spill, cleaned it up; IOSA assessed and found only light sheen
12/3/05 Diesel spill in Fisherman Bay, Lopez Island; source unknown, unrecoverable
12-26 thru 12/28/05 40' wooden cabin cruiser sank in slip at Islander Marina in Fisherman Bay on Lopez Island; IOSA deployed boom; recovered approx. 5 gals. diesel, small amount of lube oil & hydraulic fluid; owner pumped water out and raised vessel

3/26/04 Unregistered vessel grounded onshore, damaged rudder; IOSA worked out salvage and fuel removal plan with USCG & Vessel Assist, owner returned in evening and took responsibility for vessel salvage
5-27 thru 6/4/04 Seiner vessel "Panther" sunk in Beaverton Cove; boom deployed, 5 gallon bucket of soft tar on bottom & misc. floating containers of petroleum-based materials removed, 80 gallons of hydraulic oil cleaned up at water's surface, remaining 80 gallons of hydraulic pumped from vessel, then vessel raised & hauled out
6/6/04 Skiff sank w/gas can, Orcas, unrecoverable sheen was found
6/16/04 Sheen reported in Fisherman's Bay; assessed on-site, unrecoverable sheen was found
6/23/04 Nordic tug grounded near Brown Island; Vessel Assist shut off fuel valve, rainbow sheen, unrecoverable
6/25 thru 7/2/04 Seiner vessel "Andrew Z" sunk in 60' water between Brown Island & San Juan Island, hydraulic oil & diesel on water; boom deployed, fuel & oil cleaned up from water's surface, approximately 350# oiled sorbents were disposed of
7/17/04 Vessel aground on Matia Island; State Parks assessed on-site, fuel valve was closed, unrecoverable sheen on water
7/22/04 Vessel anchored on submerged seiner "Andrew Z", stirred up site; site checked for sheen, debris or recoverable oil, only unrecoverable sheen found
8/12/04 Mystery sheen 15' offshore at American Camp; assessment determined sheen not caused by petroleum or hazardous material
8/13/04 Report of drum floating in Wasp Passage; drum had moved on by time of report
8/14/04 Report of life jackets & boat pillow floating in Reid Harbor, Stuart Island, maybe some oil, possible sunken boat; assessed on-scene, no boat, no spill present
8/16/04 Fuel spill at Rosario Marina, sheen assessed & found to be unrecoverable

10/4 thru 10/7/04 Landing craft Rhino I capsized, laying submerged on port side near Hunter Bay dock, Lopez; boom deployed, divers assessed, pumped 150 gallons diesel fuel & 15 gallons hydraulic oil from vessel, small amounts of recoverable fuel on water were cleaned up
10/14 thru 10/18/04 Dalco Passage (Vashon Island) spill; IOSA teams worked on wildlife search & rescue operations
11/4/04 Report of possible spill at Blind Bay, Shaw Island; assessed, determined to not be oil
11/5/04 Bilge oil in Deer Harbor moving into lagoon; assessed on-site through afternoon, no recoverable fuel was found
11/14/04 White fluid spilling from Friday Harbor storm drain into bay; on-water assessment determined it was an unrecoverable non-petroleum substance; Town of FH investigated storm drains for source of material (probably paint)
12/1/04 Sheen near Port of Friday Harbor reported by WSF; assessed on-site, sheen had dissipated
12/1/04 Report of brown soot-like substance in water near Cattle Pass; responders on IOSA barge assessed & found streamers of soot/ash covering a wide area
12/11/04 Sheen reported from sunken "Andrew Z" in Friday Harbor, assessed, unrecoverable
12/24 & 12/25/04 WSF Sealth hit Reid Rock, returned to Friday Harbor dock with damaged hull & diesel fuel leaking into bilge; IOSA deployed boom around ferry as directed by USCG, no spill

4/3/03 32' vessel partly submerged in Fish Creek, south end of San Juan Island; sheen from vents - IOSA responders assessed, offered assistance & sorbents to neighbors, who pulled vessel up
4/21/03 IOSA boom used to contain leaking vessel at Port of Friday Harbor
5/7/03 Tarballs reported at Entrance Bay, north of Andrews Bay, west side of San Juan Island
5/14/05 Arrangements made with Vessel Assist to pump vessel referred to above on 4/21
5/17/03 Vessel sank near Friday Harbor; IOSA assessed site, found vessel is same one that previously sank in 2002 - IOSA had removed hazmats & fuel during prior incident, unrecoverable sheen only this time
5/24/03 Call from DEM - 100 yd x 1 mile sheen SW of Iceberg Point, south end of Lopez, reported by Navy - ongoing assessment provided via info from pilots in area (phone link through Friday Harbor Airport Unicom radio operator) - sheen dissipated 2 miles offshore, source unknown
6/2 thru 6/5/03 House being moved to Fisherman Bay on Lopez fell off barge in intertidal area; IOSA asked to deploy containment boom around wreckage
6/8/03 Assess orange substance on shore at Aleck Bay, Lopez - sample taken, found to be algae
6/12/03 Report of sheen off west side of Orcas Landing; when checked, sheen had drifted west & dissipated
6/21/03 Report from someone w/pager about a spill off Posie Island, north end of San Juan; checked with Roche Harbor & nearby residents listed on IOSA's access & viewpoint maps, sheen no longer visible
6/22/03 USCG called re: sheen at Westsound, Orcas Island; IOSA responder checked, found nothing. Later found out it was from Cayou Quay at Deer Harbor, took sample & tested with pad
7/12/03 Report of sheen from sailboat at Shallow Bay; IOSA talked with people on-site, who had enough sorbent pads - owner eventually plugged vents
7/13/03 Report re: possible oil at Rosario Marina; talked with on-site personnel, was algae bloom
8/4/03 Island Petroleum called to report unrecoverable sheen at dock on Orcas; IOSA responder checked by boat from Yellow Island to Deer Harbor, saw nothing. USCG later reported it was from fuel transfer at Deer Harbor, picked up by marina staff
8/21/03 Deer Harbor Marina reported sheen; IOSA responder checked, turned out to be from fuel transfer on a vessel, none recoverable at this point
9/19/03 Report of sheen at Bayhead Marina, Orcas Island; IOSA responder checked, saw none
9/28/03 Page for ultralite in Rocky Bay, west side of San Juan; pulled out later with no spill
9/30 thru 10/6/03 Shed slowly sinking in Friday Harbor; IOSA removed hazmats, no spill
10/12/03 35' sailboat sinking at Port of Friday Harbor; IOSA talked with on-scene Port personnel, Fire & Sheriff Depts; Port put out sorbents, no significant release
10/29/03 36' cabin cruiser sunk near Islander Dock on Lopez; IOSA responder assessed, found owner, no fuel onboard
11/19/03 Call from USCG re: sinking vessel near Friday Harbor; IOSA deployed boom around vessel, removed accessible hazmats, called Vessel Assist for salvage & tried to contact owner. Vents were eventually plugged, vessel raised & small amount of fuel pumped from tanks
12/18 thru 12/22/03 30' wooden sailboat blown onto rocky private beach at Deer Harbor, Orcas; IOSA deployed boom, removed accessible hazmats & oily debris, called Sound Diving for salvage, tanks pumped
12/24 thru 12/27/03 51' fiberglass yacht sinking in slip at Rosario Marina with 100-200 gallons of diesel in tanks; IOSA deployed boom around vessel, cleaned up 40-50 gallons of diesel along 200' of shoreline in marina & 50-70 gallons inside the boom. Owner called Vessel Assist for salvage, IOSA monitored for further fuel release & boom adjustment until vessel was raised & removed
12/31/03 Bunker fuel spill near Richmond Beach; IOSA asked by Washington Dept. of Fish & Wildlife to provide search & rescue teams.
