Since 1988 through Aug 18, 2010, IOSA has been paged for 521 spills or possible spills in San Juan County and 4 major spills out of county.

2010 Summary of Spill Pages and Responses (thru August 27)

1/12/10	*Assessment on land & by boat:* Page re: possible spill near Beaverton Cove (Friday Harbor, San Juan Island). Pilot flying in to airport saw what looked like oil sheen. IOSA responders assessed by boat and on shore; nothing visible, no odor, but water coming from creek into Beaverton Cove is a strange color. Called UW labs - they report similar report last year, which turned out to be an unusual algae bloom.
1/19/10	Page re: vessel aground on Satellite Island in Prevost Harbor, Stuart Island. IOSA responder on-site says 30-40 gals of diesel onboard but unlikely to spill before vessel is floating again; vessel was successfully floated with no spill.
1/20/10	Page re: diesel sheen and odor near Cayou Quay Marina in Deer Harbor, Orcas Island. IOSA called Cayou Quay - no boats leaking there. Deer Harbor Marina personnel also checked for fuel from any of their boats - everything looks clean. Resident and boat owner in the area will check again in the morning & call if there is still sheen or an odor.
1/28/10	*Assessment on land & by boat:* Call from DOE with request to assess report of concentrated sheen near Turn Island off San Juan Island. Two IOSA responders went out on vessel from Fisherman Bay to assess, IOSA ALV network residents along east side of SJ Island will check from different shore points. IOSA called the airport for flyover reports - Kenmore Air reports splotches breaking up all along Griffin Bay shoreline up to Turn Island. IOSA responders on vessel report areas of unrecoverable brown & blue sheen, a debris line in San Juan Channel with brown sheen approx 1.5 to 2 miles long, small amount adhering to sorbent pad but not being absorbed. DOE called USCG, reports USCG determined that since it is mostly unrecoverable with no known source, they will not authorize a response at this time.
2/17/10	Page re: sheen at Shipyard Cove near Friday Harbor - assessment from dock, nothing seen, no odor.
3/2 - 3/3/10	Full Response: Page re: 50’ live-aboard vessel that sank while tied to breakwater at Port of Friday Harbor; Port personnel had deployed sorbent boom around the vessel. Owner was reached by phone on the mainland, said there is approx. 100 gals. of diesel onboard. IOSA was hired by owner to begin recovery of leaking fuel while plans were made to raise the vessel the next day. 2 IOSA responders worked recovering diesel until dark, put several hundred sorbent pads inside the sorbent boom and went back at dawn to continue. A total of 4 IOSA responders worked into the afternoon and were able to recover approx. 27 gals. of diesel and some engine oil before the vessel was raised. Sorbents in spill bags taken to interim storage site for disposal.
3/30/10	Full Response: Page re: 38’ vessel that sank overnight in slip at private marina on Warbass Way in Friday Harbor; diesel, hydraulic and transmission fluid in the water, possibly 100+ gals. of diesel onboard. Owner (on the mainland) hired A-1 Marine Vessel Assist to raise the boat, IOSA to handle cleanup, recovery and disposal. A total of 5 IOSA responders worked throughout the day, recovered approx. 35-40 gals of diesel and other pollutants. Responders were able to contain pollutants inside the slip with sorbent boom so hard boom was not needed, sorbent sweep was set along the dock at adjoining slips to prevent hazmats from moving under the dock and into the rest of the marina and/or out into the bay. A total of 35-40 gals. of diesel & other pollutants was recovered, collected in spill bags & carried to interim storage site for disposal.
5/11/10	Page re: 22’ fiberglass derelict vessel that appears to be sinking in the bay to the NW of the Port of Friday Harbor; IOSA traced owner information through SJC Sheriff, discovered that the DNR’s Derelict Vessel program checked out this boat a month before, no engine or other apparent pollutants onboard. Sheriff has ticketed owner for expired registration.
5/26/10	Call from ferry passenger (IOSA responder) reporting ribbons of apparent sheen off north end of Lopez Island & closer to Thatcher Pass; IOSA contacted ferry captains for assessment; Capt. of Elwha reports nothing seen, no odor. He will ask other ferry captains in the area to watch for any signs of oil & call IOSA if anything seen; probable algae bloom.
5/27/10	Call from Orcas ferry landing re: sheen along the beach there; IOSA responder assessed, says no smell, no apparent pollutant, described probable algae bloom.
6/7/10	IOSA alerted by Sheriff’s office of helicopter crash off Shaw Island; no spill involved.
6/12 - 8/6/10	*Oiled Wildlife Search & Rescue out-of-county:* Total of 6 IOSA Oiled Wildlife Search & Rescue responders deployed to the Gulf of Mexico to assist in oiled bird search & rescue during the Deepwater Horizon oil rig disaster.
7/9/10	Page re: pilot report of large (500’ x 500’) area of “black oil” north of Friday Harbor between SJ Island and Shaw Island. USCG requests IOSA assess. Two IOSA responders are on vessels in the area and another went out in his vessel from Crane Island. All 3 searched the area from Cattle Pass north up to Spieden and Jones Islands, saw and smelled nothing. Probable algae bloom, can look black from the air.
7/11/10	IOSA paged at 3 am re: boat fire and sinking north of Orcas near Patos Island. USCG and DOE called - vessel sank immediately in 400’ of water, 250 gallons of diesel onboard. Small sheen reported in area; USCG says regular patrol boat will assess and contact IOSA if further response needed.
7/14/10	Boom deployment: IOSA paged re: 90’ wooden vessel “Odyssey” stuck on a rock at low tide in Echo Bay, Sucia Island. No apparent damage, no fuel leak; USCG instructed captain to have boom deployed around vessel until she floats free at high tide. One IOSA responder (who is State Parks aide at Sucia) and one State Parks employee deployed 300’ of boom around vessel. No fuel or oil release.
7/23/10	IOSA paged re: sheen in Spring Passage (west side of Orcas) reported by boater. Deer Harbor Marina personnel went out in vessel to assess, found nothing.
8/5/10	IOSA paged at 9 pm re: kayaker report of 30’ patch of rainbow sheen near cove in upper west part of Deer Harbor. IOSA called marinas in the area to see if they have seen or smelled anything - they report nothing. IOSA responder from Deer Harbor and kayaker who made original report will check the area at first light - nothing seen or smelled the next morning.
8/8/10	IOSA paged re: call from person reporting an inflatable boat tied to the public dock in West Sound, Orcas Island, is sinking and has a 5-gal can of gas in it. IOSA responder in area assessed, removed the gas can and pulled the half-sunk tiny boat onto the dock. West Sound Marina will notify the owner.
8/15/10	IOSA paged early evening re: sheen in Echo Bay, Sucia Island; boater who made report had checked with other boats in the area but found no source. Sheen was gone in the morning.
8/23/10	IOSA notified by Sheriff's office at 3:45 am that a fishing seiner had sunk 2 miles south of South Beach, at Salmon Banks off San Juan Island; USCG reports it was a tribal vessel and the crew of 2 has been rescued. The 30' seiner sank in 100' of water with approx. 25 gallons of gas in tank. In late morning, USCG reports no sign of vessel or any sheen.
8/27/10	Page from Sheriff's office re: report from boater in Echo Bay of a 40' pleasure craft tied up at the dock that is leaking diesel. DOE talked with owner and the problem has been fixed - State Parks personnel checked area, found it to be clean now, no sheen.

2009 Summary of Spill Pages and Responses

1/30/09	*Assessment by boat:* Page re: report of sheen between Turn Island & Brown Island, near Friday Harbor: IOSA responder assessed by boat, reports small area of "cloudiness" in the water, no smell, nothing recoverable.
2/8/09	Page re: report of sheen in Rosario Strait: GPS coordinates show area between south Lopez Island and Deception Pass on Whidbey Island. IOSA contacted Friday Harbor Airport to ask for flyover reports; pilots checked large area from air, saw nothing.
2/18/09	Page re: report of pleasure craft grounded on Cooper Reef, west of Stuart Island in Haro Strait, unknown whether or not there is vessel damage. IOSA follow-up revealed that Cooper Reef is Canadian waters and incident will be handled by Canadian authorities.
2/20-22/09	*Full Response:* Page for IOSA to standby re: boat on fire in West Sound, Orcas Island. USCG & San Juan County Fire boat on scene to extinguish fire; vessel was originally at the dock but lines tying it to the dock burned & the vessel drifted approx. 1 mile to the south. IOSA responders were alerted & ready to respond if needed. When the vessel began to sink, IOSA was asked by the US Coast Guard & the Dept of Ecology to begin containment of the vessel. Soon after, the owner contacted IOSA & requested IOSA response, including containment and recovery & removal of any pollutants that may be released. Owner stated that before the fire, the vessel contained 250 gallons of diesel fuel. Within 10 minutes of notification, the first 2 IOSA responders were on scene and 3 more were enroute. IOSA responders set 800' of boom around the site where the vessel sank in 60' of water and set sorbent materials inside the boom to collect any pollutants, working from 3:30 to 9pm. The following day, IOSA responders tended & reset the boom and checked for pollutants on or near shore (shore was clean), while a dive company pumped the tanks to remove any remaining fuel - the tanks were found to be empty. Approx. 10 gallons of engine oil was recovered in the sorbents and also stuck to the sides of the containment boom. After checking again for oil inside the boom, the boom was pulled out of the water on the 3rd day; the oil was cleaned off by hand as it was loaded back into the trailer & oily sorbents were disposed of.
2/26/08	Page re: report of a vessel in Massacre Bay, West Sound, Orcas Island, with a black slick behind it; IOSA contacted West Sound Marina, whose owners checked all of the bay by boat & found nothing. An IOSA responder who lives further south in West Sound assessed by land & saw nothing.
5/16/09	Page re: white substance in Cascade Bay in East Sound, Orcas Island; no odor, no sheen; suspect algae bloom.
5/17/09	Page re: substance in East Sound, Orcas, possible sewage spill. IOSA assessed, substance found to be algae bloom.
5/17/09	Page re: white substance in water near Eastsound and on beach of Indian Island, Orcas; determined to be algae bloom.
5/23/09	Notification of small diesel spill at Port of Friday Harbor; Port personnel are handling spill and will call IOSA if needed.
6/28/09	*IOSA spill supplies & Assessment:* Page re: diesel spill at Seattle Yacht Club Marina on Warbass Way in Port of Friday Harbor; new boat owner spilled fuel when valves were set to transfer diesel from one tank to another. Marina personnel (an IOSA responder) & owner have sorbent boom & pads in water, need more pads. IOSA gave instructions for more pads to be picked up at IOSA office (2 minutes from marina) and called IOSA responders to assess. Approx. 1 gal. recovered.
7/5/09	Page re: small diesel spill near Roche Harbor, north end of San Juan Island. Harbormaster assessed, says it's about 1 gal. from a boat that was anchored outside the marina & is now gone; unrecoverable sheen remains.
7/8/09	Page in early morning re: possible oil washed up on 1000' of beach in Swift's Bay, north end of Lopez; no odor, no sheen, substance determined to be algae bloom.
7/8/09	*Assessment on land & by boat:* Page in late morning: in addition to algae bloom, caller reports large patch of tarry, smelly substance several inches thick on beach in Swift's Bay. Caller will collect sample, IOSA called points all along north end of Lopez for assessment, including Spencer Spit State Park & Lopez ferry landing. Ferries are checking along their routes, 2 IOSA responders checking north end beaches. IOSA responders determine sample collected and patch on beach to be organic, non-petroleum substance smelling of sulphur. Further assessment by IOSA responders in skiff, nothing found in Shoal or Swift's Bay. Orange algae bloom moving into Spencer's Landing Marina at Shoal Bay in the afternoon; several more calls & pages throughout the day.
7/8/09	Call in evening from owner of Spencer's Landing Marina, Shoal Bay, Lopez; reports diesel in marina, unrecoverable, source unknown.
7/9/09	Page re: possible spill in East Sound; substance found to be algae bloom.
7/16/09	Page re: strange white substance, approx. 1000', coming ashore along south end of Obstruction Island; no odor, no sheen, determined to be algae bloom. Owner collected sample for analysis.
7/20/09	Page re: small spill at West Beach Resort, northwest side of Orcas Island; 16' alum. skiff sank while tied to dock, small outboard leaking gasoline. Resort personnel will pump water out of skiff (low tide at time of call) & remove motor; gas dissipating.
7/24/09	Page re: diesel spill at Deer Harbor Marina, Orcas Island; owner of 65' vessel accidentally put water hose into fuel tank, got distracted and approx. 2 gals. of diesel overflowed into the water. Marina personnel (one is IOSA responder) have sorbent boom in water around spill & are recovering small amount in sorbent pads; owner is on-scene & helping with clean-up.
8/5/09	Page re: boat hitting another boat & spilling gas near dock at Islander Marina, Lopez; Sheriff deputy on-scene reports a few small drips, nothing significant or recoverable.
8/8/09	Page re: houseboat sinking outside Jensen's Marina near Friday Harbor; assessment from Vessel Assist on-scene; reports no engines on the boat, small amount of fuel coming up from boat but it's unrecoverable at this time. IOSA talked with owner in Pt. Angeles, who says no pollutants of any kind of the boat. USCG & DOE notified.
8/10/09	*Assessment by boat:* Call from local pilot reporting silvery sheen near northeast side of Shaw Island; IOSA responder assessed by boat, reports only calm, unrippled, silvery water, no petroleum.
8/28/09	*Response with IOSA vessel & full crew over several days:* Page in early evening re: sinking of fishing seiner “Anna J” at Salmon Banks off South Beach, sw side of San Juan Island. Due to strong winds, 5’ seas & darkness, IOSA was hired by USCG to go out early next morning to assess, contain & clean up if any pollutants were found. Responders were called & ready for morning, including SJ Island responders who would do shore assessment at first light. Light sheen was seen on the water and pieces of the “Anna J” had washed ashore on South Beach but there was no sign of the vessel and no recoverable fuel seen, so at noon on the 29^th, the USCG sent the IOSA vessel back to port. Over the next several days, there were reports of diesel smell and some sheen in the area so IOSA went back to the scene with divers on Aug 31 but were unable to locate where the vessel had sunk.
9/2/09	Page re: sheen near ferry landing at Friday Harbor, reported by WSF; Port of FH reports unrecoverable sheen, no sheen around suspect vessel.
9/8/09	*Assessment by boat:* Call re: vessel sinking in Fisherman Bay; IOSA responders assessed in skiff, found vessel tied to another boat to keep it from sinking; owner had sorbent boom around vessel, containing small amount of gasoline. IOSA gave owner some sorbent pads to recover some hydraulic oil inside boom; owner has plans to raise boat at low tide & needs no further assistance from IOSA.
9/16/09	Page re: sheen at Rosario Marina, Orcas Island; IOSA called & talked with dock personnel, who report small patch of sheen, unrecoverable, unknown source.
9/22/09	Page re: sighting of mostly-sunken houseboat in Eagle Cove, west side of San Juan Island. Resident can see WN numbers - confirm it is the same houseboat that was sinking near Jensen’s Marina on 8/8 (see above). USCG & DOE will not authorize a response because there is no known threat of pollution, no engines onboard. IOSA called DNR Derelict Vessel Program, who will send someone up today to assess. Vessel Assist was called & asked to move vessel if possible but it was gone when they arrived in Eagle Cove. IOSA called DNR again and asked if Vessel Assist could have prior authorization to snag the houseboat if it is seen & reported again. This request was approved.
9/25/09	Page re: floating barrel in cove east of Granny’s Cove near South Beach. IOSA San Juan responder assessed; barrel found to be a log covered in kelp.
10/16/09	Page re: oil slick in water between the Friday Harbor ferry landing & Jensen’s Marina. IOSA San Juan Island responder who works in the area assessed, described long & narrow (3’) streak of sheen stretching in both directions. She went to Shipyard Cove, people at Jensen’s Marina checked, report “a couple of splotches” at the end of a dock where 2 fishing boats were tied up this morning. Both vessels are gone now. Ferry landing personnel & Port of FH personnel report nothing seen in their areas.
11/4 - 11/7/09	*Full response:* Page re: 2 boats on fire at Roche Harbor Marina, north SJ Island, firefighters on scene. Both vessels eventually sank at their slips & IOSA was asked to provide additional sorbent materials to Marina staff and DOE Spill Response personnel who were working to recover leaking fuel that first night. At dawn, IOSA was hired by Vessel Assist to provide cleanup & recovery of fuel while operations were begun to raise the burned vessels & remove them from the water. Over the next 3 days, a total of 12 IOSA responders worked to recover fuel & oil as it continually leaked from the vessels.
11/19/09	Alert from SJC DEM & DOE re: 750’ oil/ore ship that ran aground on Conconi Reef in Plumper Sound, off Mayne Island in the Gulf Islands; no leak yet but attempts to raise the vessel have failed and no idea how much fuel is onboard. Since the incident is in Canadian waters, IOSA’s response would be Search & Rescue for Oiled Wildlife, not containment. If a spill occurs, Stuart, Waldron & Orcas Islands would be first impacted so IOSA began preparations for setting up shore crews for a response. Within an hour, we were notified that the ship had been raised and is underway, with no release of fuel.
11/19/09	*Assessment on land & by boat:* Page re: boats blown ashore in Beaverton Cove (near UW Labs in Friday Harbor), both on the rocks, one leaking fuel. IOSA arranged assessment by boat & on shore, contacted owner of leaking vessel. Only small amount of gas is dripping from outboard; owner will try to get vessel off the beach as soon as weather allows.
11/21/09	Page re: diesel spill in Reid Harbor on Stuart Island. USCG vessel spilled 5 oz. and want IOSA to know in case we get a call.

7/4/08	Resident near Jackson Beach, SJ Island, reported large black patch that looks like oil near the boat launch; 3 IOSA responders were alerted and began to mobilize equipment while 1 responder assessed; black patch determined to be algae bloom, not petroleum.
7/6/08	Deer Harbor Marina called to report 1-2 gallons of gas in the water; they are taking care of it, no IOSA response needed
8/16/08	Page re: large drum leaking substance on beach on north side of Orcas Island; IOSA responder assessed, determined it to be vegetable oil & pumped it into buckets for disposal
8/20/08	Page re: restaurant in Friday Harbor that dumped approx. 30 gallons of used cooking oil on the sidewalk early in the morning - it flowed downhill into the harbor & some residual was left on the sidewalk; call to SJC DEM & follow-up; no oil left in recoverable form
12/30/08	Page re: sailboat blown ashore by high winds in Fisherman Bay, no pollutants on board
12/30 - 12/31/08	Page re: wooden cabin cruiser sinking in Fisherman Bay, sheen reported; IOSA contacted owner & provided him with sorbent sweep to set around the vessel; owner will arrange for removal of small amount of contained gas from vessel

1/5/07	Page re: sunken vessel inside entrance to Fisherman Bay, Lopez Is. IOSA responders assessed by skiff; contracted with a diver to do underwater assessment & plug vents; removed 10-gallon, half-full diesel day tank and secured debris onto inflatable raft tied to vessel.
1/9/07	Page re: sunken sailboat at Neck Point off Shaw Island. IOSA contacted owner, told no motor, no fuel onboard.
1/23/07	Report of sheen at Port of Friday Harbor; unrecoverable.
1/25/07	Report of sheen from sailboat in Westcott Bay, west side of San Juan Island. Owner contacted.
1/29 thru 1/31/07	*Full response:* Call from SJC to alert IOSA of raising of vessel that sank in Fisherman Bay after storm in Dec 2006. IOSA responders deployed boom, monitored for fuel release, recovered some fuel, during 3-day operation to raise the vessel and tow it to Bellingham as a derelict.
3/11/07	Page re: vehicle in water at Deer Harbor, Orcas Is. Sheen only, unrecoverable.
3/18/07	Page re: truck diesel spill at Orcas Ferry Landing. Ferry staff recovered approx. 1 gallon.
3/18/07	Call re: sheen at head of West Sound; unrecoverable.
3/22/07	*Full response:* Page re: sunken vessel in Barlow Bay, south end of Lopez Is. IOSA responders deployed boom, contracted with diver to do underwater assessment and stop the source; began clean-up and removal of oil and other hazmats from vessel.
3/24/07	Call from West Sound to report soot slick.
4/15/07	Call from DEM re: report from SJ Customs agent who saw sunken sailboat in Westcott Bay; it was the same vessel reported on 1/25 and still no sheen or release of fuel.
4/27/07	Residents report a strong smell and sheen near SE corner of Brown Island; vessel was seen off Shipyard Cove earlier in the evening, some color from sheen was seen but vessel was now gone, there was not a continuing source and nothing recoverable at this point.
8/16/07	Page in early evening re: sheen and diesel smell at Shipyard Cove, San Juan Island. IOSA responder assessed, confirmed strong diesel smell and sheen outside breakwater at marina; unrecoverable, source unknown.
8/16/07	Page in late evening re: vessel leaking fuel at Roche Harbor Marina, San Juan Island. IOSA got report from Harbormaster that a private vessel had hit a rock outside the marina and discovered a resulting fuel leak upon arrival; leak was stopped after vessel released approx. 1 gallon of gasoline, which quickly evaporated; nothing recoverable.
8/22/07	Page re: sheen seen from the air at sound end of Shaw Island. IOSA determined a quart of oil had been accidentally knocked off a vessel in Hicks Bay; vessel owners recovered most of it with sorbent pads.
8/28/07	Page re: possible spill in Eastsound on Orcas. Residents north of Rosario reported a large rust-brown slick had passed their home; IOSA responder assessed, determined it to be algae bloom. Harbormaster at Rosario Marina reported a large amount of red tide coming into the marina all day.
8/29-31/07	*Full response:* IOSA paged after a seiner hit a rock and partially sank near South Beach on the west side of San Juan Island. IOSA responders deployed containment boom around the vessel, recovered fuel inside the boom, contracted with a diver to do underwater assessment and recovery, recovered 170 gallons of diesel fuel off the vessel into drums.

10/19/07	Page re: sheen at Friday Harbor ferry dock; on-site assessment was completed; no sheen remained.

1/27/06	Sheen reported at Deer Harbor, Orcas Is. Unrecoverable, source unknown.
2/2/06	Report of possible leaking drums at construction site on False Bay, SJ Island; IOSA talked with SJC officials and owner of construction site. Drums will be removed right away.
2/26/06	20' vessel sinking at private dock in Fisherman Bay, Lopez Is. Small amount of gas recovered with sorbents; 100' of IOSA boom deployed while vessel being raised; no further release.
3/11/06	Vehicle went off road to water's edge in Fisherman Bay, Lopez Is. Unrecoverable sheen, IOSA prepared to collect gas from tank if needed. Vehicle dragged out the no rupture of gas tank.
3/18/06	Alert for wildlife rescue from spill in Elliott Bay, Seattle. Spill contained, no wildlife affected.
3/23/06	Sheen reported near ferry landing in Friday Harbor, SJ Is. Unrecoverable, source unknown.
4/26/06	Sheen reported at Fisherman Bay, Lopez. Unrecoverable, possible source checked.
4/27/06	Another report of sheen at Fisherman Bay. Unrecoverable, source not found.

5/25 thru 6/6/06	Call re: oil coming out of storm drain onto beach at Port of Friday Harbor. Port deployed 150' of boom and sorbents, IOSA responders began process of collecting & recovering oil before it hit the beach and locating the source; used basin & pumps to recover oil & transport for recycle.
6/9/06	Call from resident at Cape San Juan, SJ Is., re: yellow foam on beach. IOSA assessed and determined substance to be organic, not petroleum.
7/14/06	Call from West Sound Marina, Orcas Is., to assist them in containment & cleanup of diesel leaking from a private vessel in the marina. IOSA responders deployed boom and helped in cleanup.
7/24/06	Call from NRC (National Response Co.) re: assessing/responding to spill at Warbass Marina. Unrecoverable, was mainly sheen.
8/7/06	Report of diesel sheen at Westsound Marina, Orcas Is. No recoverable fuel found.
8/8/06	Gillnetter sank approx. 1 am in waters offshore of Eagle Point, west side of San Juan Island. Winds caused debris & vessel to drift into intertidal area off Eagle Cove by afternoon. IOSA crew tracked location of vessel & debris and had standby crew with equipment onshore at Eagle Cove prepared for cleanup if vessel collided with intertidal rocks & damaged fuel tanks. Vessel was raised and towed with no fuel release.
9/14/06	Float plane upside down in the water at Westsound, Orcas Is. IOSA provided equipment for operator.
9/28/06	Page re: sheen and "brown foamy stuff" near shore at Westsound, Orcas Is. Sheen dissipated & foamy stuff gone within a few hours.
10/8/06	30' wooden vessel sinking in Fisherman Bay, Lopez Is. IOSA set boom & sorbents around vessel and provided pump to assist owners' pumping operation; vessel raised before dark.
10/17/06	Local resident reported strong fuel smell near Roche Harbor Marina, Orcas Is., approx. 7:15 pm. IOSA paged by Sheriff re: another resident reporting fuel vapors at Roche Harbor approx. 7:30 pm, after dark. No recoverable fuel found, pipes at fuel dock/tank farm not leaking.
11/3/06	Vessel grounded at Pt. Colville, south end of Lopez Is., in high winds. Assessment confirmed no fuel leaking.
11/3/06	Tug in Prevost Harbor, Stuart Is., sinking, with only 2" of freeboard remaining & carrying 1200 gallons of diesel fuel. IOSA responded to request from US Coast Guard to deploy 2800' of boom for 2 GRP strategies in Prevost Harbor. IOSA crews from Orcas, Roche Harbor & Yellow Island were underway to launch points when USCG called to notify IOSA to stand down, the sinking vessel had been stabilized and was no longer in danger of sinking. When decision was made to tow disabled vessel to Roche Harbor, the DOE (Dept of Ecology) requested that IOSA deploy boom around it as soon as it arrived at Roche Harbor. Boom remained around vessel until the following day, when it was clear that the boat would not sink again.
11/9/06	Truck rolled again Fisherman Bay Rd, Lopez Is. and landed upside down in the bay. IOSA provided sorbents & recovered approx. 3 gallons of engine oil while vehicle was pulled out.
11/16/06	Vessel that sank Oct. 8 sank again in Fisherman Bay. As requested by the DOE, IOSA set boom to contain the vessel overnight, and re-set boom the following day in a down-current chevron configuration so any oil/debris coming off the vessel would be collected while salvage crews raised it so it could by hauled out and turned over to the Derelict Vessel Program.
11/24/06	Call re: sinking vessel in Barlow Bay, south end of Lopez Is. IOSA calls determined that the owner is gone and there is no engine or other pollutants on the boat. Vessel will be pumped and raised as soon as weather permits.
12/15 thru 12/18/06	Page re: vessel tied to dock at Islander Marina in Fisherman Bay was damaged in the night by high winds, causing it to sink and spill diesel. IOSA responders deployed boom & contracted with a diver to do underwater assessment & stop the source; began clean-up and recovery of approx. 30 gallons of diesel. IOSA continued to monitor daily for fuel release until the vessel was raised in Jan 2007.
